David grew up in Southern California. He earned his B.A. (International Relations/Environmental Studies) from the University of Pennsylvania and his J.D. from Loyola Law School (Los Angeles). David has been a full-time resident of Incline Village since 1997. In 2022, he retired from the Nevada Public Utilities Commission after 25 years of service with the State. The majority of his career was spent regulating water/sewer, electric, gas, and telecommunications utilities in Nevada. David and his wife have two daughters who currently attend NYU and Cal (U.C. Berkeley).

Dave was elected in November 2022 to serve through 2026.
